This dual charger is a dual 18650 Lithium Ion charger. It can charge two single 18650 batteries independently.
It has a green and a red Led on each charger half that indicates when it is charging (Red) and when it is done charging (Green).

In the photo above, you can see that I have converted this charger to also charge 18650 battery packs.
I am charging a single 18650 3.6 volt 2400ma battery on the right charger and a 3x18650 battery pack on the left charger.
Note that the 18650 batteries in my LED bike light packs are all soldered together in parallel.
So you still have a 3.6 volt Li-On pack, you just add up the mah hours to get more burn time.
In the battery pack above, there are 3x18650 3.6 volt 2400 mah Li-On's.
This pack is now has a 7200 mah capacity.

I use Anderson PowerPole connectors for my lights chargers and battery packs.
I have more about that on that on my main bike light page.

The specs on this charger are:
Input: 100-240vac 50/60hz at 500ma max
Output: 4.2vdc at 1Amp for each charger

Here's a shot with the back cover off.
Note this picture shows SAE connectors, I have converted this charger to use Anderson PowerPole connectors
-
You can see I have noted where the plus and the minus are for each charger.
I soldered a connector to the plus and minus of each charger and then the connectors exit the charger on each side so that I can tell which connector goes to which charger.

Back Cover
I used a small wood rasp bit in a Dremel tool to create wire exit points in the rear cover.
It takes about 2 seconds to do this and you have to be careful not to melt the plastic too much.
